1,矿主说应该给外国进口的便宜铜设配额，否则，无法保持国内的铜价，他们就无法生存了。生产电缆的厂商说，他们70%的铜在美国购买，如果铜的价格不能和国际市场一致，则他们生产出的产品销量会减少，从而减少从矿主那买进的铜矿的量。我想C的意思很明显了吧。

2，A说，医院私营了就需要利润来过活，这样教学医院就无法运营了，因为其本质上的高成本。B说，教学医院提供的机会会吸引最好的医生，这使得医院可以在特殊领域更专。A说了高成本的问题，B其实没有回应这个问题，这里缺少了一环，所以支持的说法应该弥补这个缺陷
只有答案B，C涉及了钱的问题，可C和B说的条件毫无关系，只有答案B适合。

3，文中并没有说明是否在其它的条件都不变的情况下，带安全带和不带安全带的比较，所以要支持结论，必须找到只因为没有带安全带一项就导致的结果不同的事实。只有A说明虽然不带安全带的人只占全部被调查人员不足80%，但占了重伤的80%，所以带安全带可以减少重伤的可能。
