我知道B是说如果R国出口到S国的通讯工具都被S国的上层掌权阶级所独有那么以向人民大众输入通讯工具来打破政府压制的目的就没有办法达到；

但是我觉得B是不是也可以考虑下呢？

就是说，如果R国放松对出口通讯设备的限制，但是S国不允许进口通讯设备那不是也不能最终达到目的吗？请NN指教！谢谢！

哦 刚在打字的时候想到，因为不知道“原来允许进口的通讯器材的数量”，如果原来本身允许进口的数量就可以使telecommunication equipment is widely available to the population of that country S国的人民都能够得到通讯设施的话那么这个计划也是可以达到目的的。不是结论成立的必要条件，而且增加的量也是有多有少的。基数大的话也许不增加也可以满足S国人民的需要；基数小的话即使增加了也可能不满足其需要。

不知道我这样解释正确吗？请NN指教！

不NN.我的理解是would not be available solely to top development officials in S是说那些通讯设备不仅仅被S国的上层官员可得，言下之意老百姓也可得。在这个条件下，ARGUMENT才能成立。
