钱花在基础建设好还是电脑科技好
It is said that the government will spend more than one billion dollars on developing the local computer technology recently. This decision triggers citywide comments on the internet. Some people advocate the government does and believe that highly developed computer technology will bring a great number of benefits. However, others, holding a disagreement of investment, suggest that the money should be paid on the basic needs, such as education, environmental protection and transportation system, instead of costly computer. Personally, I totally agree the later one.
No issue is more important now than the one that government should increase the payment on local protection of environment. Suffering the financial problem for many years, the environment agency has lost the ability to reduce the awful pollution spread in our city. The data shows that the square of air polluted area was increased about eighty percent during last five years. Because of the water pollution, almost one of three volume of underground water cannot be drunk by human directly. Threaten of pollution have disturb citizen’s daily life and working seriously. Seldom does a person want to live in such a dirty city! Thus, millions of dollars should be used on verity of environmental measures, including planting trees, building the factory to purify waste water and reducing emission of waste gas. Only in this way can we keep our city clean and magnetize more people to resident at there.
Another fact we should improve is the city transportation system, because the high-efficiency conveyance can spark the development of economy, especially the manufacture industry, and attracts more company to set up their business in there. Thanks to the highway and railroad, factory will take less time and money on transporting materials and productions than before. As a result, the outgoing will be decreased and let the production have more competiveness of price in market. At the same time, well equipped public transportation, such as bus, subway and metro, can keeps dweller in good mood and raise their working efficiency. The public transporting also can brings considerable incomes to governments.
Superior as basic needs is, however, investment of computer technology also has own demerits, too. Frankly speaking, Computer can shorten the process of information exchanging, increasing the working efficiency. The computer industry also can produce numerous profits and tax for government. But base on the situation we meet, it is not intelligent to invest so much money on it.
To sum up, after taking all aspects of this issue into consideration, we can safely draw the conclusion that the benefits of developing basic needs bring far more than advantages of developing computer technology. Therefore, I will advocate the basic construction and do my best on persuading others to support it. |
