绝对选B。首先，OG是选B。我们应该绝对服从OG的答案，否则会引起思路混乱。其次，从题目本身来说，原文问的是防止过度控制，所以我们应该在答案中找一个表达过度控制的选项。B和D似乎都有这个意思。而D选项的意思就是只要污染物不能全部排到北海就不用控制。这个明显有问题。由avoid excessively control变成avoid control了。所以选B。
