  1. Health costs associated with smoking cause health insurance premiums to rise for everyone and so affect nonsmokers.
  2. In rural areas of the state, there are relatively few retail establishments and government offices that are open to the public.
  3. The state law would supersede the local antismoking ordinances, which contain stronger bans than the state law does.
  4. There is considerable sentiment among voters in most areas of the state for restriction of smoking.

GWD's answer is E.Let's care more about the question itself.

What's the situation of the argument?

How to analyze that?

How to understand "misleading"?

My answer is "B" for the following reasons.

Situation: ask for voters for the petition of statewide smoking restriction, covering not only city but also rural areas.


Since petition now can't apply to rural areas as the answer B suggests, it will mislead those voters who are aware of the petition.

还没考,我觉得应该选C,答案E有问题

C里边说州法取代地方法,而且州法比地方法要宽松,显然这样会mislead voters who认为州法是地方法的一个延伸

E说州法不会影响(也就是取代)地方法,尽管州法比地方法宽松。

"Stronger" in answer C seems to be a vague term, isn't it? does "stronger" mean that ordinance covers wider than state law or penalizes stricter...

How about "B"?

Actually I think:

the question is asking the relationship between "The petition" and " the local ordinances ". (The petition advocates a state law "). That is: the relationship between the "state law" and "the local ordinances". or what influences this relationship.

Only C talked about the direct relationship between "the state law" and "the local ordinances". I'll chose C....

About B, I think it's not relevant......
