快冬天了，天然气的价格一直走低。因此除非冬天特别严峻，工业用户的天然气价格将持续保持低价。

B的意思是：工业用户可以快速和便宜地获得燃油作为替代。因为如果真的天气严峻，需要很多天然气，就有可能使得天然气价格上涨。
