我主要是有1个地方不解,在反对1970的法案的时候,这个时间点,应该是1970年左右吧,而在1967年,就有了科技能解决这个问题. 为什么制造商还会说,技术上无法做到呢.

难道1970法案,不是代表1970年制定的法案,而是比如说1965,1966年制定了一个1970法案, 这样好像也不太好理解啊.

就像现在,2007年, 中国会制定一个关于环保的2010的法案么? 总之觉得有些别扭.请多多执教,非常感谢.
