这道题目选择B，可是我对C选项有疑问，为什么不能选呢？查到以前的帖子，大家都是问D的，谢谢大家啊。

现在乘公车的人当中，大多数没有自己的车．所以不管怎样他们都要乘公车

因为题目说"A certain major has proposed a fee of five dollars per day on private vehicles entering the city",这个措施是针对有私家车的人,而不是那些无车的人.所以无论如何提高私车设计的费用,都不会影响那些本来就没有车的人行为.因此C无法攻击Major的提议和推理.措施是否有效,

应看是否影响那些有车人的行为.B说对有车一族来说,费用本来就很高了,言下之意是再提高5$只是毛毛雨而已,对有车一族来说没有什么影响了,所以不可能通过改变他们的行为而达大预期效果.
