主要是C的意思不大懂，什么叫"imposing longer minimum sentences for those crimes for which a prison sentence had long been mandatory"?

第一题C是说增加了最小监狱时间。大家在监狱的时间都变长了。

第二题，假设一群病人中有X人得了A，Y人得了Fever。
有X<Y,95%X人是既有A又有F，
那么The percentage of people suffering from hay fever who also have asthma就是(95%X)/Y,因为X<Y,所以小于95%。
