46:因为储户不认真选银行,是一个导致银行高破产率的原因。

A:在政府没保证存款之前,银行破产率比现在低。
       加强

B:当政府不保证存款时,储户害怕损失,导致高银行破产率。
       将大前提(政府不保证存款)和小前提(储户害怕损失)都否定,得题干

C:大部分储户都知道政府保证存款。弱加强

D:政府保证存款有最高限度,几乎没有储户超过这个限度。弱加强

E:银行安全与借出资产和借出资产的风险有关。与题干无关

53外科手术变化很大。大部分变化来自于没有必要的手术步骤。下面哪个能做前提条件
B:变化与影响外科手术考虑的事件的因素无关。说明变化没必要
E:考虑到没必要操作的频率,H,P,T是代表。E不能做前提条件,因为由此不能推出大部分变化来自没必要的手术步骤。

人们逃税,为了保证税收,政府保证原来的税收,逼迫更多的人逃税。问前提

C:在制定合适税收的税率时,立法者没有考虑到可能被逃掉的部分。
 如果立法者已经考虑到了这个部分,即使有人逃了,政府也不会制定更高的税率,因为此时的税收已经够了,虽然有人逃税。

E:面对于能逼迫他们逃税的高税率,纳税人没什么区别。这个选项弱加强,能表明大家都跑去逃税了。但楼主请注意题干:could not result unless which of the following were true?除非下列正确,才能导致。E不是绝对的,E不正确,也不一定导致。例如大家有区别,一部分人面对这个全逃掉了,另一部分人逃掉一半,还是会导致这个怪圈。
