想不明白E怎么会造成increase。不是decrease吗？

刚做了这题。E的意思是：没有markings之前，司机绕道走，有了之后，司机就会开到这些路上来。所以这些路上的事故反而多了。

其实就是一个读懂读不懂的问题。
