答案是：profit margins in those industries were not high enough to absorb the rise in the costs mentioned above.

我的疑问：题中说限制进口该产品直接导致了the costs of those products to buyers,several export-dependent industries in Z,went up,那就是说，国内的出口公司买这个产品的价格比原来高了，是这个意思吗？为什么啊，限制进口应该直接导致生产量需要加大，总投入增加我可以理解，可是这个costs是指什么，为什么会增高啊，我要纠结死了

problem:ban import-cost to buyer rise.
answer:cost rise cannot be included in original profit margin.
