mm, the conclusion is: Therefore the environmentalists’ proposal has little merit.

but becareful of the question. it ask : to support the environmentalist’ proposal.

(D) formaldehyde is a less potent carcinogen than benzene.

D support the environmentalist’ proposal. we can also say that D weaken the argument's conclusion. the proposal actually has merit.
