"only if" and "if" are two words have different meaning in english.

in the last sentence,  We will be able to solve the problem we face, therefore, only if we adopt this plan.

That means "slove the problem----> we adopt this plan" but what we want to express the meaning is " if we adopt this plan---> slove the problem"
