when demand for a factory's products is high, more money is spent at the factory for safety precautious and machinery maintencance thant when demand is low. Thus  the average number of on-the-job accidents per employee each month should be lower during periods when demand is high than demand is low and less money is available for safety precaustions and machinery maintenance.

考削弱。但我觉得题目本身有问题。或者，是我没看懂。前一句说：需求高，更多的钱用于预防；后一句说：需求高，更少的钱用于预防。这不是前后矛盾吗？
