it was only in the early 1930's that federal legislation prohibiting a company from maintaining its own unions with company money eventually allowed the Brotherhood to become recognized as the porters' representative.
这题很有争议：我提出我的观点，请大家指点，闲帖长的只看综述就好，看下这两点思路对吗？
综述：问题一prohibiting是现在分词，表示与主句动作allow同时发生
问题二:prohibiting the....maintain its own union中的这个union不是brotherhood而是和第二段谈obstacle中的那个union一个东东，即是和brotherhood对着干的。
详细解释如下：
首先，答案应该是没问题，而且能够从这句中推出federal law之前是不存在的。
it was only in the early 1930's that federal legislation allowed the Brotherhood to become recognized as the porters' representative.开始时困惑于og的解释：Lines 34-38 indicate that in the early 1930’s it became illegal for a company——也就是说og说federal legislation是1930s出现的，我开始理解成了federal legislation是1930年前很早就存在，而且prohibit company from maintaining its union，但从1930之后eventually allowed union存在了。刚好与og说的意思相反。
后来发现时语法上的错误导致了理解偏差。
这个修饰语prohibiting a company from maintaining its own unions with company money用的是现在分词，表示prohibiting和主句的动作allowed时同一时间发生的，而如果在allowed前发生必然用过去完成时(最好还加个the)，即it was only in the early 1930's that the federal legislation that had prohibited.....eventually allowed....to......
其次，很关键一点在于这个union很误导人，它不是指Brotherhood吧，而是和第二段谈obstacle出现的那个union是一个东东，是和brotherhood对立的东东 【An additional obstaclewas the union that Pullman itself had formed, whichweakened supportamong Black workers for anindependent entity.】
所以，正确翻译过来我觉得是，在1930's前期有个federal legislation 出现了，它最终允许了brotherhood的成立，而这个legislation还有个特点就是同时prohibit公司用自己的资金建立its own union
