It is very competitive to get into Finance PhD program, needless to say top 20.
btw, why you are interested in PhD rather than MBA?
The main reason is I want to be a civial servant (work for the local goverment)after about ten years in commerial operation. I think the PHD in Finance of US will give me a cutting edge on this career change.

it's very difficult to get into Finance program even for americans. And you have to be very competitive.But one of your main problem is that you did not published any papers.Moreover, your motivation is not persuasive at all. It's better you think it over.
