请教一道逻辑题的结构～～LSAT的

题目如下：（摘至Powerscore）
Every year, new reports appear concerning the health risks posed by certain substances, such as coffee and sugar. One year an article claimed that coffee is dangerous to one’s health. The next year, another article argued that coffee has some benefits for one’s health. From these contradictory opinions, we see that experts are useless for guiding one’s decisions about one’s health.

这道题要求分析该Argument的premise和conclusion各是什么，Powerscore这本书分析如下：

Conclusion: From these contradictory opinions, we see that experts are useless for guiding one’s
decisions about one’s health.
Premise: Every year, new reports appear concerning the health risks posed by certain substances,
such as coffee and sugar.
Premise: One year an article claimed that coffee is dangerous to one’s health.

我想请问一下～～为什么Every year, new reports appear concerning the health risks posed by certain substances, such as coffee and sugar这句话也算是premise呢？我觉得它只是个Fact而已啊～～请高人解答··

我认为如果没有Every year, new reports appear concerning the health risks posed by certain substances, such as coffee and sugar，下面的结论就出现的太突然了，所以这三句话时密不可分的，都是该结论的前提啊，fact不可以做前提吗？前三句话都是fact啊~~只是起到了为结论提供前提的作用，不知道这么说对不
