10. In order to pressure the government of Country S to become less repressive, some legislators in Country R want to ban all exports from R to S. R打算通过禁止出口来让S不那么repressive，通信产品出口商提出反对，他们认为，如果一个国家广泛应用通信产品，这个国家就不会那么repressive。
B 说S进口的通信产品不只是政府在使用（说明通信产品是广泛使用）
D 通信产品在所有进口产品中，能最有效的反对政府压制（问题出在the most effective最有效上，题干中只说明同时有效的，但并不一定是最有效的）
