E option tells us the water was brought up to the sanitary standards 10 years ago,while the Health officials attribute this decrease to cleaner water.

Sanitary-standard water can be cleaner,right?

thanks,but C? i think C is irrelavant with the conclusion,because the disease doesnot diagnosed until this year,so the disease was originated from last year,how can it weaken the conclusion ?

C says that many people were mis-diagnosed before as having the intestinal desease when they actually did not have it. Hence, the number was exaggerated.
