还是不明白,

第一个by the program是required by the program,这个没有问题,关键是by themselves是generate by themselves么?这个究竟是什么语法结构呢?(真不好意思,不搞明白语法影响我阅读……)可以把by oneself 这样的结构随便放在句中的位置是么?那就是一个状语?

缩一下句就是:

The activities would not (by themselves) generate …. 这些活动本身不会造成….

 

应该很清楚啊?

这个题目我把大意简单化:身体不好,医疗费用大。为此建议对身体不好的实施锻炼计划。

C的意思是说,这个计划本身并不能直接减低支出,而是要靠身体不好的人通过严格执行这个计划锻炼好身体后才能减少医疗费用。

不知道这样理解如何,有错的话请指正。
