这个题目我把大意简单化：身体不好，医疗费用大。为此建议对身体不好的实施锻炼计划。

C的意思是说，这个计划本身并不能直接减低支出，而是要靠身体不好的人通过严格执行这个计划锻炼好身体后才能减少医疗费用。
