而且to do 不是有目的的含义在里面吗,这个气囊引爆应该是一个突发事件不带有make passenger think the car was on fire这层目的吧?

只有两种关系，要么并列关系，也就是 would appear... and (would) make

当然是D答案代入后句子翻译为“当气囊膨胀时，一股烟将会冲出来并使乘客想起汽车着火”。
