In this memorandum appears on that large city's council on the arts, these strategy-makers decide to reallocate some of the city's funds for supporting the art  to public television industry because of the data of five years ago which showed the similar increase percentage of the people who were interested in both art television programs and in art museums. This suggestion has at least three flaws that range from the audience of the art television programs, the former several years data about the art television industry and art museum frequency, and the objective of the severe cuts in art television service. In my opinion, these strategy-makers thought a problem with a short information in their own hands that made them blind to some truths. This decision is unfounded in follow analysis.

Television programs are made for audience, which means that they should fit the audiences' tastes and the group of stable audiences. The memorandum doesn't tell details about the composition of the audience. Perhaps, for the past five years, these programs attract only the local residents, and they haven't yet sent interesting information to the other residents in the country. But from the poll we can see the increase part of visitors to those city's museum is compound with travelers from other places. Then the television programs made short importance to the increase of visitors to museums in this way.

For the other thing, people have used the data of five years age in this text. Lacking the other former four years' data and even the more distant years' data, this five percent statistics means nothing to the link between increasing museum visitors and increasing investment to the television industry in this large city. We have to do more comparison and research on the relationship between these two travelling information resources.

Lastly, people haven't noticed the objective of the so-called "severe cuts" on the corporate fund in that supports public television where most of the visual arts programs appear. We can make a assumption that perhaps those directors of television want to concentrate the titles and topics of their visual programs or else they want to develop their audio programs by using a larger part of the fund. Those who presented the data should tell us deeper information about the change in the art television industry.

As we can see from the analysis above, this suggestion have at least three flaws in two important impacts that influence the development of art industries. Some of the links are hide behind that data presented before. We have to deal with more information about these two parts: visual television programs and number of people visiting this city's art museums.
