no difference in quality, neutral

在质量没有影响的前提下,"Country Y’s own territory has vast deposits of iron ore, which can be mined with minimal expenditure of foreign exchange." iron ore能减少外汇的交易，应该是削弱吧，为什么是中性呢？

我理解MM的意思，但是因为这个选项本身的两面性，所以还是不能作为削弱

我感觉：关键在于原文中两种方法都有其优点（进口废钢可以多换点外汇，而自己产钢则可以省钱），因此C中说进口铁与自己产的铁质量都一样，等于给两种方法都加了一些筹码，因此没有偏向，是中立的。
