24. Dr. Ruiz: Dr. Smith has expressed outspoken antismoking views in public. Even though Dr. Smith is otherwise qualified, clearly she cannot be included on a panel that examines the danger of secondhand cigarette smoke. As an organizer of the panel, I want to ensure that the panel examines the issue in an unbiased manner before coming to any conclusion.

You need to know the reasoning and conclusion of the argument.

No Dr. Smith because the purpose of the panel is to examine the issue in an unbiased manner.

The purpose is not to have a lively discussion.

A indicates that with people like Dr. Smith, the purpose of the panel can be better served.

C indicates that with Dr. Smith the panel will have lively discussion, whose relationship to the purpose of the panel is not dicussed anywhere. So C is wrong.
