我觉得应该是B

措施:to cease growing soybeans and begin raising cotton instead
目的:taking advantage of the high price of cotton to increase their income significantly

前提中已经明确:Insect infestations in certain cotton-growing regions of the world have caused dramatic increases in the price of cotton on the world market

B中可以预见cost的price将会降低!

为措施没有办法达到目的的weaken,也就是断桥!
