使用贸易报复，就是互相把对方排除在本国的市场之外，而要报复要达到任意两个国家之间都不贸易，则必须是任意两个国家都有贸易，且一方对另一方关闭市场

很简单, 如果存在贸易双方都没有关闭的市场, 就无从谈起引起另一方作出相应的反应, 也就不会产生恶性循环导致所有市场关闭了
