since the passage try to establish a connection between the declination of Amphbian and the deplete of the earth’s ozone layer , therefore the period of such two event should be the same..in passage we know the the earth’s ozone layer has been depleting for 50 years..if as you said, the population of amphbian has been declining for only one year, the conclusion will be weaken because it is cutting the relation given to the discrepancy of the period of two events..
so it is pretty important to notice some discrepancy of two events..
