Well, the executives "oppose recent guidelines that would require us to produce cars with higher fuel efficiency" because they associated "higher fuel efficiency" with the higher incidence of fatalities. However, from the statistics, we know that not only the higher fuel efficiency, but also the smaller size of the car are associated with the high fatality rates. What if the smaller size of the car, not the higher fuel efficiency, caused the rise fo fatality rate? Answer choice C is thus correct.
