L48: After the boll weevil infestation, urban Black workers faced competition from the continuing influx of both Black and White rural workers, who were driven to undercut the wages formerly paid for industrial jobs.

I am a little confused the referee of the "Who", logically it indicates "urban Black workers" but the position it occupied seems it indicates "both Black and White rural workers". Is it confusing if put as a SC question?

但who指"both Black and White rural workers"，在逻辑和语法上也都可以接受，即他们被利用，来压低行业的原有工资水皮。
