觉得A中lower应该改成higher 才对吧，如果1990年高/中/低雨量的天数都比1910年的要低，总雨量怎么可能会大于1910年呢？

明白了。不管是300 inches还是3 inches，都是heavy，所以有可能也会出现即使90年heavy的天数比10年的少，但某些天雨量特别大的情况，因而90年的总雨量会更多。
