Answer should D. It states that the ridership is projected to increase in off-peak hours, which mean even current subway may accommodate the increase, and 5 percent daily train trips increase will help alleviate the crowding at the rush hours. So support the officials' prediction.

Answer B doesn't provide any supportive information on officials' arugument. The problem subway is currently suffering is the crowding inside of subway, so bus trips on routes increase won't help at all.
