申请奖学金的问题

有些学校直接说比如USC ：round 2申请者被优先考虑merit based的奖学金。
这种情况下是否就尽量申请此轮？

Hello there,
I'm not sure that applicants of round two will be given priority. On their website it says "Recommend deadline for international applicants is Round 2." which only means that you should apply BY round two.
