我觉得文中的意思是
“在战争状态OPEN RETAIL仍然能够赚钱”
B选项的意思是“战争对于RETAIL来说是有利可图的”，即：战争使得RETAIL赚钱
实际上，战争不是RETAIL OPEN 的原因。

The argument just says that a business can make money in the capital of an area during a war rather than that war can be benefitial to a retail business.So we rule out B.
