The recent decline in the value of the dollar was triggered by a prediction of slower economic growth in the coming year.But that prediction would not have adversely affected the dollar had it not been for the government's huge budget deficit, which must therefore be decreased to prevent future currency declines.

这个逻辑题我不明白主要是因为题干背景标黄的这个句子我不理解
我感觉是虚拟语气的倒装句可是我自己试着变回去也不知道怎么变而且那个had it not been 那个it是指代什么的？
求NN们解答一个这个句子的意思

structure: But that prediction would not have done A had it not been for B, which must be done C.

meaning: prediction本不会做A，如果prediction不是因为B的话，（B应该要是C这样）。

anyway, had it not been for C = if it had not been for C

in conditionals,
1) if you see the situation as unreal, use the simple past tense in the conditional clause:
e.g. if I were you, I would study really hard to get an excellent GMAT score.

2)if you want to talk about a conditional situation in the past, use had in the conditional clause:
e.g. if I had studied really hard, I would have got an excellent GMAT score of above 700. (or had I studied ...)
