1) 代表性攻击 the author fails to indicate how many prescriptions in total are written thus we don't know if 76m is high or low.
2) 因果关系攻击 No. of prescriptions is not the only or even necessary reason
3) 非此即彼攻击 There could be other cure for this disease other than A or P

Some additional thoughts for your reference.
The situation changed for the "nonprescription form" medicine. Strong effect of prescription form A does not necessarily mean strong effect of NONprescription form A. When its strength becomes milder, it may also result in less effective performance.
