问题8的答案应该是从第一段整体结构判断得出的。即Union的The strategic reasoning。主要疑惑：从文章整体的意思和结构上看：
第二段的转折（But since the mid-1970’s, a different strategy has emerged），第三段的总结（What accounts for this upsurge in unionization among clerical workers? ）。对比第一段（The factors favoring ..... or the concentration of small numbers in one or two locations, such as a hospital, to make it relatively easy）应该表达有E选项正确的含义。
