答案是C。为什么不是D呢？
问的是economist’s argument。可是C不是environmentalists的吗？？？？？？？

很明显一个是论据，一个是结论。后面的however又把这个结论推翻了。所以C

D不对，第二句不是conclusion of the economist’s argument，而是environmentalist's argument
