对于C，Choosing manufacturing site locations that have access to optimal workforce populations
意思是choosing具有have access to optimal workforce populations的locations，而这个功能是qualitative factors的应用范畴，而非quantitative。
如果题目改成choosing from .... 那么就是在经过qualitative选择出来的这些locations之中在应用quantitative factors进一步选择。

另外，谁知道D中的it做何解？

第一题的答案也错的. 应该选B, inference题型, A明显是迷惑选项. 原文说create & support, A说identify, 不一致. 查了GWD分类大全,答案也是B
