这种牵扯到数字的题我总是晕乎乎的。A为什么不行呢？每辆车的载客量增加了，那就有可能导致在一场交通事故中伤亡人数的增加呀。D的话，公里数不是只多了40%吗？那怎么和后面300%事故率牵上联系呢？
