B: The first is a consideration that has led to the adoption ofa certain strategy; the second presents a reason against adopting that strategy.

a certain strategy指的是some corporations shunt the use of executive titles；a consideration指的是they fear that the use of titles indicating position in the corporation tends to inhibit communication up and down the corporate hierarchy.

由however可知：前反后支；结论就是要说明这个strategy不对，即结论是against adopting that strategy

use of a title can facilitate an executive’s dealings with external businesses 就是支持结论的reason.

C：The first describes a concern that the consultant dismisses as insignificant; the second is a consideration that serves as the basis for that dismissal.

错在"insignificant”, 因为however后面的内容并没有指出这个concern是insignificant的，相反还认为这个concern本身是没错的，但是仅仅限于 if these executives use their corporate internally.

The obvious compromise is for these executives to use their corporate titles externally but not internally, 由“compromise ”（折衷）可以看出，use their corporate titles externally but not internally 则可以解决这个concern.
