B. Inference: must be true 政府对于公众对社会基本需求服务的指责唯一反应是：告诉公众这是他们这些服务的必然后果。但是政府在管理的过程中也使得这项工作更加花钱，特别是在财政紧缩时期，对公共服务的管理就更加令人头痛。但是，由于公众对于子女照顾问题的公共服务的意见很大，影响到了政府在处理公共服务方面的信誉，而且对子女照顾问题的公众服务对社会来说是必要的，政府又不得不去做出回应，因而为了做出回应，花钱就多，这样就增加了childcare service的总费用。B答案是可以完全由原文逻辑链推出的。
C选项说道建立基金来促进子女照顾服务的发展，显然是推的有些多了，超出了原文范围。
