(2)  Country A sent fewer than 12 representatives to the congress.

答案给的E？？！！

(1) 75-41=34，如果A国送11个人去，其他四国可以是9，8，4，2

                        如果A国送9个人去，其他四国可以是8, 7, 6, 4

                        So, insufficient

(2) 验证方式同上
