You can say things have happened, claims have been made, but not claims have happened. However, "claims are correct" does make more sense.
Also, I agree with the above post that "have happened" doesn't match well logically with "regardless of outcome of dispute".
Also, regardless of is meant to make a contrast, here it is followed by outcome of the dispute. If there's no further indication of what the outcome (agreement or discontent) exactly is, then the contrast has to be made between a CERTAIN answer and the uncertain outcome. In this sense, are correct make sure this certainty.
