Admittedly students benefit from internet because they can reach knowledge to meet what they want via the internet, such as they can share study experiences and textbook materials via the internet.  Also there are so many video and sound files that are harmful to children, especially for those young children who have no ability to identity whether the materials are suit for them. For these reason, it is the responsibility of the government to control the material on internet therefore block children been hurt by these unhealthy programs.

For example, the US government can only monitor the material within the United States; indecent materials still have access to children in United States via internet system in European or other countries. Therefore it is not sufficient for one nation to develop regulations to limit such kind of things, just as we cannot depend on merely one nation to protect the environment.
