我是这么理解这道题的：

一类人有hierarchical 思想，老是争取自己在局势里占主导地位，有绝对优势；一类人则希望在局势里达到平等。现在 Western military generals不满意核武器在东西方的平衡局面。问推出什么结论？———显然，Western military generals是第一种人。
