而且repressive-独裁的。知道什么是独裁嘛？就是专断嘛。这个题目隐含一个假设，如果telecommunication is widely available，那么那个国家就不可能保持独裁或者专断了，关于这个言论与舆论对政府的影响我还没怎么研究过，所以也不好说明，不过你可以看看政治或者去baidu搜一下相关信息
