I think for most PhD students, the answer should be "NO". But there are some exceptions:

1. If you have published significant books or papers in China or U.S, you can apply as "outstanding intellectuals" . Actually I am not sure about the specific term for this, better consult an immigration attorney about this. I know several people became permanent residents by this way.

2. Employer-sponsored immigration or self-employed immigration.

3. Marriage with a U.S. citizen.

It's a little bit complicated. I know a friend who could not find a job and could not work legally in U.S. She opened a company. Then she could work as a contractor instead of employee. Attorney in LA is quite familiar about this.
