question of stern application

In the NYU Stern international application instruction

It lists "International Student Supplement" includes funding

It means I have to include my financial certification documents in my application package??
or the financial documents only needed after admitted?

What does the actual application say? It's hard to tell what you have to do to "demonstrate the ability to pay" from that one paragraph.
