想想多收了三五斗的故事。这里相反。
据个例子：
preset target price ：￥1000
正常年份：￥700
政府补贴￥300
1983：价格为：￥900。
政府补贴变为￥100
the drought of 1983 resulted in a reduction in farm-program payments。
